Job Description

We are looking for an experienced and enthusiastic individual to lead the Asset Management team within our Public Sector client managing a diverse property portfolio.

The role purpose is to:

1. Initiate strategic proposals to inform the asset strategy and collaborate with the stakeholders to ensure asset management plans meet with corporate requirements.
2. Lead the team in the preparation of detailed asset plans including all aspects of asset management including budget management, procurement and delivery.
3. Ensure the team has the processes and procedures required for efficient and effective asset management.

Responsibilities will cover:-
To lead the formulation, approval and delivery of portfolio asset plans
On behalf of the Strategic Asset Manager lead and manage a team of Asset Management Surveyors on all aspects.
Ensure competency, capacity and capability of the team meets current and future requirement and allocate workload accordingly.
Contribute to the compilation and delivery of the Asset Management Strategy.
Lead on the preparation of option appraisals, investment reviews, disposal strategies, income reviews, acquisition proposals etc.
Work effectively and build relationships with partners and colleagues at all levels within and outside the organisation to identify corporate requirements and lead the asset management team to interpret these and formulate asset plans for the portfolio lifecycle including detailed 3 year plans for property management, facilities management and construction services.
Lead the team to obtain agreement and approval for asset plans which include schedules, costs and resources with supporting information, for example condition reports, occupier workplace strategy, etc.
Ensure the overall asset plans are communicated including written reporting (Cabinet and/or Board), presentations, project and programme board attendance.
Oversee the successful and timely delivery of asset plans including multiple property transactions, services and projects, ensuring the team provides the relevant expertise and knowledge.
Apply your knowledge and experience to support and lead complex transactions and projects.
Prepare, agree and issue (via commissioned services where appropriate) project execution plans covering matters such as project governance, objectives, schedule/programme, budget and risk.
Collaborate with the team and other stakeholders to deliver economies of scale and identify and manage cross portfolio dependencies and interdependencies.

Review the requirement and establish new suitable approved procurement routes to commission property and legal professional services, hard and soft facilities management services, compliance and construction services.
Lead the process for the preparation of specifications (with specialist advisors where appropriate) and contracts for the procurement of services and goods. To review the requirement for and establish where necessary service level agreements.
Lead the team to manage internal and external contracts and key service/contract relationships, ensuring the quality of service, performance, compliance and value for money.

Risk Management and Performance
In collaboration with stakeholders in Property Services, to review and establish appropriate key performance indicators for the assets.
To lead the process to identify and report risks to the delivery of the asset plans and casework, propose mitigations and monitor the implementation of those mitigations.
To manage, monitor and report performance against defined benefits, forecasts, benchmarks and targets and make recommendations for assets.

Financial Management
To hold and manage the budgets for the Authoritys assets and ensure financial forecasts for capital and revenue spend/income for the portfolio are prepared and managed.
Assist with the planning, allocation and management of physical and financial resources to ensure all services operative effectively.

As a minimum suitable applicants will be:-
RICS Chartered Surveyor - MRICS or FRICS (General Practice or similar)
BA Hons Degree in Real Estate (or similar discipline) or Post Graduate Diploma / Masters in Real Estate
